Members include local clergy, doctors, town councillors. With note (p.6) concerning purchase of building using Carnegie Trust funding and a new public library rate. Includes text of letter from William Power, Secretary, Librarian and Caretaker to S.Robinson, Organising Librarian of Carnegie Trustees concerning distribution of books concluding that 'the rate barely defrays the expenditure on running the Library....There are very few books...Only a few daily and weekly papers....no prospects of any funds becoming available out of which to buy books...'.
